Golden thread handover pack: what it contains
The handover pack is the complete set of information transferred from the construction team to the accountable person at completion: the golden thread, filing structure intact, with as-builts, manuals, certificates and the safety case documents that let the building be managed safely from day one.
Why the pack matters
Regulation 38 of the 2023 procedures regulations requires the golden thread information to be handed over at completion, filing structure intact. The handover pack is that transfer made real: as-built drawings, O&M manuals, compliance certificates, the safety case documents and the register that indexes them all.
The quality of the handover decides the quality of the building's safety management for the next fifty years. A complete, structured pack means the accountable person starts with a working golden thread; a thin one means years of reconstruction under regulatory pressure.
What a complete pack contains

What usually goes wrong
- Packed at the last minute - documents gathered the week of completion, gaps unnoticed
- No gap check - missing items discovered years later, when contractors have moved on
- Structure lost in transfer - folders re-zipped and renamed, breaking references
- No sign-off - no record of who accepted the pack or what was outstanding
- CDE transfer incomplete - metadata and statuses stripped in export
Assembling and gap-checking the pack
- Receive - the construction team's document output in any form
- Check against the checklist - every component verified, gaps flagged early
- Structure and index - consistent naming, register built, versions reconciled
- Deliver - a complete, signed-off pack ready for the accountable person or CDE transfer

Is the handover pack a legal requirement?
Yes. Regulation 38 of the 2023 procedures regulations requires golden thread information to be handed over at completion, filing structure intact. The handover pack is the practical form of that transfer, and it should be complete before practical completion is signed.
Who is responsible for producing the handover pack?
The principal contractor is responsible for assembling the pack during construction, drawing on the client's and designers' information. The client and the incoming accountable person should agree the pack contents in advance and sign off the transfer at completion.
What happens if the pack has gaps?
Gaps should be recorded in a gap register with an agreed closure plan before sign-off. Accepting a pack with undocumented gaps passes the problem to the accountable person, who then carries a reconstruction burden under the retrospective s.88 duty.
Does the pack need to go through a CDE?
It can be transferred through a CDE or as a structured file set; what matters is that the structure, metadata and version history survive the transfer intact. A transfer that strips naming and statuses damages the thread's usability from day one.
How does the pack connect to the golden thread after handover?
The pack becomes the occupied building's golden thread. From handover, the accountable person maintains it under s.88, so the pack's completeness and structure determine how easy that duty is to meet.
